Hey, what seems to work, country to country, is where people talk to each other directly. It works pretty well on the Net.

Here's another program along those lines, from the State Department.


ExchangesConnect is an international social network that promotes mutual understanding among youth and adults by highlighting cultures, commonalities, and exchange program experiences through user-generated content and multimedia tools like forums, blogs, photos, and videos.

ExchangesConnect is managed by the Bureau of Educational and Cultural Affairs in the U.S. Department of State. Launched in October 2008, the site now has over 12,000 members from more than 180 countries and is growing quickly.

Anyone is allowed to join this open community. Among other lively contests, ExchangesConnect runs an annual video contest to engage members; the top prizes are 2-week exchange programs to another country.
