I'm starting to take a serious look at solar for my house, probably photoelectric panels. 

First part is to check out the economics, starting with a visit to (or from) Global Solar Center. This is a web site that lets you look at any address in the US using satellite imagery, also a tax incentive database to find out what the payback would be on solar.

Interestingly, California does not have the best incentives anymore. In fact Global Solar just did a study which shows which states do have the best packages.

What I found out is that it would take a while to get payback on solar for my house, in part, since we use relatively power, despite all the systems and gadgetry.

Any have any real-life suggestions for people living in the Cole Valley neighborhood of San Francisco?

Try to look for panels made in China or you could do it on your own. Building solar panels is not that difficult, there are tons of information that get you started.
